The Slovenian EU Council Presidency is to prepare a conference of EU Troika Foreign Ministers to be held in the South Caucasus States from 4 to 6 February 2008. The European delegation, headed by the Slovenian Foreign Minister and President of the EU General Affairs and External Relations Council, Dimitrij Rupel, will also include the Commissioner Benita Ferrero-Waldner, EU Special Representative for the South Caucasus Peter Semneby and, representing the next presiding Member State, Director-General at the French Ministry of Foreign Affairs Jacques Faure. The topics of discussion will be the European Neighbourhood Policy (Action Plan implementation), political issues, cooperation between Armenia, Azerbaijan, Georgia and the EU in the field of energy, the issue of Nagorno-Karabakh and regional cooperation in the Southern Caucasus.

The last visit by an EU Troika headed by the Foreign Minister of a presiding Member State to the Southern Causasus was during the Finnish Presidency in the second half of 2006. The forthcoming high-level visit to the region under Slovenia's Presidency will further strengthen cooperation between the EU and Armenia, Georgia and Azerbaijan and give new impetus to the reform processes those countries are implementing in the context of the European Neighbourhood Policy. Following the accession of Romania and Bulgaria to the European Union, the Southern Caucasus has become our immediate neighbourhood, representing a bridge to Central Asia.

Cooperation between the EU and the Southern Caucasus States was raised to a new level by the conclusion of Partnership and Cooperation Agreements between the EU and the three Caucasus states in 1999. The Agreements provide for the liberalisation of trade and extensive cooperation in many areas. ENP Action Plans were aligned on 3 October 2006 and adopted on 14 November 2006 in Brussels.
