In the session on telecommunications, chaired by Slovenian Economy Minister Andrej Vizjak, Member State Ministers will discuss the progress report on the EU regulatory package for electronic communications, adopt conclusions on reaping the full benefit of the digital dividend in Europe, on extending the operational period of the European Network and Information Security Agency (ENISA) and on the interim report on the i2010 Strategy, and they will be informed about the envisaged adoption of the Decision on the selection and authorisation of systems providing mobile satellite services (MSS) operating in 2 GHz bands.

The afternoon session will be chaired by the Slovenian Minister for Higher Education, Science and Technology, Mojca Kucler Dolinar. The Ministers will focus on information society issues. The Slovenian Presidency will suggest conclusions, for adoption by the ministers, containing specific proposals for re-orienting the i2010 strategy towards addressing new challenges. Ministers will also confirm the general approach to the Regulation establishing the European Network and Information Security Agency as regards its duration. The meeting will conclude with the presentation of the Commission Communication ‘Advancing the Internet: Action Plan for the deployment of Internet Protocol version 6 (IPv6) in Europe’.

On the second day of the ministerial conference, under the baton of Slovenian Transport Minister Radovan Žerjav, the TTE Council will, in the area of land-based transport, discuss three proposals for Regulations providing for further liberalisation of the road transport sector, to wit: a Regulation on common rules for access to the international road haulage market, a Regulation establishing common rules on the conditions to be complied with to pursue the occupation of road haulage operator and a Regulation on common rules for access to the market for coach and bus services. The Ministers are expected to reach political agreement on the regulatory package. The TTE Council will also adopt a general approach on the renewed proposal for a Directive on roadworthiness tests for motor vehicles and their trailers, adopt conclusions on the Commission communication on multi-annual contracts for rail infrastructure quality and, in the context of the revision of the proposal for a Directive of the European Parliament and of the Council on the promotion of clean and energy efficient road transport vehicles, the Council is expected to adopt a general approach. In the context of external relations in the area of land transport, the TTE Council is expected to adopt a conclusion authorising the Commission to start negotiations with the Western Balkan countries leading to the conclusion of a treaty on establishing a Transport Community. As regards aviation, the TTE Council is likely to adopt a decision giving a mandate to the Commission to open negotiations with Australia and New Zealand on a comprehensive air traffic agreement..
