Gregor Virant was born on December 4, 1969 in Ljubljana. He studied at the Faculty of Law at the University of Ljubljana, where he received a doctorate in Legal Sciences. He continued his studies at the Glasgow Caledonian University.

Dr Gregor Virant is a professor at the Faculty of Administration at the University of Ljubljana. From 1995 to 1999 he was legal adviser to the Constitutional Court. From June 2000 until August 2004 he was State Secretary for Public Administration. He was a member of the National Electoral Commission, and as a representative of professional experts he was a member of the Council of Officials. He was Slovenia's representative on the OECD Public Governance Committee (until August 2004) and a member of the European Co-ordination of General Directors responsible for public administration (from June 2000 to August 2004). He has written several expert and scientific articles on constitutional and administrative law and on public administration. He is also the author of a university textbook entitled The Regulation of Public Administration.
