At the meeting of the Transport, Telecommunications and Energy (TTE) Council, EU Transport Ministers will examine three proposals for Regulations relating to road transport – for a Regulation on common rules for access to the international road haulage market, for a Regulation establishing common rules on the conditions to be complied with to pursue the occupation of road haulage operator and for a Regulation on common rules for access to the market for coach and bus services.

The Transport Ministers of the 27 EU Member States will also discuss the amended proposal for a Regulation on the further implementation of the European satellite radionavigation programmes, the ‘Galileo Implementation Regulation’.

The Ministers are expected to adopt Council conclusions on the Commission communication ‘Towards a rail network giving priority to freight’, to endeavour to achieve political agreement on a proposed Directive on airport charges and to adopt conclusions pertaining to the Commission communication ‘An Agenda for Sustainable Future in General and Business Aviation’.

Concerning the third maritime package, there is likely to be discussion of the proposal for a Directive on compliance with flag State requirements and the proposed Directive on the civil liability and financial guarantees of shipowners.

Over lunch the Ministers will discuss guiding principles for drawing up a transport agreement with the Western Balkan countries.
