Given the operational nature of the meeting, only strictly operational matters or matters affecting the operational work of police in the Member States (e.g. COSPOL projects) shall be dealt with. The heads of the delegations attending the meetings are the EU Member State Chiefs of Police who represent the highest decision-making levels or the most senior officials with the power to adopt decisions, thus ensuring that the tasks agreed upon are actually carried out.
