ESDP Operations

Since the ESDP became operational in 2003, the EU has undertaken 18 operations. CURRENTLY the EU is conducting the following ESDP civilian, police and military operations in four different regions of the world:


1. WESTERN BALKANS

  • EU Military Operations in Bosnia in Herzegovina (EUFOR Althea)

The military operation in Bosnia and Herzegovina, known as “EUFOR Althea”, was launched on 2 December 2004, when the EU took over the formerly NATO-led SFOR operation. The military operation “EUFOR Althea” uses the assets and capabilities of NATO (the Berlin Plus arrangements). With an initially 7,000-strong troop contingent this is the largest crisis management operation the EU has undertaken. Following successful reconfiguration in 2007, Althea now numbers some 2,500 troops on the ground, backed up by over-the-horizon reserves. The mandate of the operation was extended for a further 12-month period by the UN Security Council on 21 November 2007.

  • EU Police Mission in Bosnia and Herzegovina (EUPM)

The European Union Police Mission (EUPM) in Bosnia and Herzegovina began on 1 January 2003 and has been extended by the Council until the end of 2009. It supports the police reform process and continues to develop and consolidate local capabilities and regional cooperation in the fight against major and organised crime.

  • EU Planning team in Kosovo (EUPT Kosovo)

The Council decided to establish an EU planning team regarding a possible future EU crisis management operation in the field of the rule of law and other possible areas in Kosovo. The mandate of the EUPT Kosovo was extended by the Council until the end of March 2008.


2. MIDDLE EAST

  • EU Police Mission in the Palestinian Territories (EUPOL COPPS)

Since January 2006 the EU Police Mission in the Palestinian Territories (EUPOL COPPS) has been helping to establish sustainable and effective policing arrangements under Palestinian ownership. The mandate of the mission is 3 years.

  • EU Border Assistance Mission for the Rafah  Crossing Point (EU BAM Rafah)

After Israel and the Palestinian Authority concluded an agreement on opening the Rafah international border crossing from Gaza to Egypt, the EU decided on November 2005 to launch the EU Border Assistance Mission at Rafah to monitor this border crossing. The mission has a mandate until 24 May 2008.

  • EU Integrated Rule of Law Mission for Iraq (EUJUST LEX)

EUJUST LEX is the first EU Integrated Rule of Law Mission, beginning on 1 July 2005. The main goal of this civilian crisis management operation is the training of senior Iraqi justice and police officials in how to establish a modern judicial system based on respect for the rule of law and respect for human rights in Iraq. The mandate of EUJUST LEX has been extended until 30 June 2009.


3. ASIA

  • EU Police Mission in Afghanistan (EUPOL AFGANISTAN)

The EU has decided to launch the EU Police Mission in Afghanistan (EUPOL AFGHANISTAN) with the aim of reforming Afghanistan's judiciary and police forces in accordance with international standards. The police mission was launched on 15 June 2007. The mandate for the mission is at least 3 years.


4. AFRICA

  • EU ESDP SSR Police Mission (EUPOL RD Congo)

On 1 July 2007 the new EU ESDP SSR Police Mission took over from the EU Police Mission in Kinshasa (EUPOL RD Congo), which was successfully concluded on 30 June 2007. The aim of the new EUPOL RD Congo mission is to assist the Congolese authorities in reforming and restructuring the National Congolese Police and improving the overall functioning of the criminal justice system.

  • EU security sector reform mission in the Democratic Republic of the Congo (EUSEC DR Congo)

On 8 June 2005 the EU launched a Security Sector Reform mission in the Democratic Republic of the Congo called “EUSEC DR Congo”. The task of this mission is to provide advice and assistance to the Congolese authorities in charge of security.

  • EU Support to AMIS II (Darfur)

On 18 July 2005 the EU established an EU civilian/military supporting action to assist the African Union's peacekeeping mission (AMIS II) in Darfur Province in Sudan, with practical support in both military and police fields. The EU supporting action to AMIS and to the AU/UN hybrid mission (UNAMID) is expected to continue until the transfer of authority from AMIS to UNAMID is completed, but no later than 31 December 2007 (as stated in UNSCR 1769).
