    Declaration by the Presidency on behalf of the European Union on the Six-Party Talks Process. The EU welcomes the latest presentation by the Democratic Peoples Republic of Korea of its nuclear programmes to the Chinese government, as Chair of the Six-Party Talks, as a significant step forward in the denuclearisation process.

    EU Presidency Statement on Zimbabwe. The European Union regrets to note that the people of Zimbabwe were unable to express their will at the elections on 27 June; as a result these elections cannot be regarded as legitimate and the power of the elected representatives is questionable. The Union reiterates that the only legitimate elections are those of 29 March this year, as they were carried out in an acceptable manner and may serve as a basis for arriving at an acceptable solution.

    EU Presidency statement on the execution of Samuel Iwuchukwu Okoye and Hansen Anthony Nwaolisa. The Presidency of the European Union deeply regrets that two Nigerians on death row for drug offenses, Mr Samuel Iwuchukwu Okoye and Mr Hansen Anthony Nwaolisa, have been executed before a firing squad in Nirbaya area in Indonesia on Thursday 26 June 2008.

    EU Presidency statement on the imminent execution of Selah Taseh and other juvenile offenders. The Presidency of the European Union deeply regrets that yet another juvenile offender is in imminent threat of execution. Mr Selah Taseh was sentenced to death for a crime committed when he was a minor. The Presidency urges the Iranian authorities to immediately halt the execution of Mr Taseh and all other juvenile offenders on death row, including Mr Saeed Jazee, Mr Mohammad Fadaei, Mr Behnoud Shojaee, Mr Behnam Zare and Mr Abu Moslem Sohrabi.

    EU Presidency Statement following Morgan Tsvangirai’s official withdrawal from the presidential elections in Zimbabwe. The Presidency of the EU is deeply concerned by the current electoral process in Zimbabwe. Harassment of the opposition and the campaign of violence in the country have led to opposition leader Morgan Tsvangirai's decision to withdraw from the second round of the presidential elections. These circumstances cannot credibly lead to a result that reflects the will of the Zimbabwean people. Therefore the Presidency expresses its full support to the SADC call for the postponement of the second round of the elections.

The 27 Member States of the European Union, together with 37 countries from all parts of the world, have co-sponsored a Declaration on Prisoners of Conscience, which was circulated to all United Nations Member States on 17 June 2008.

The Presidency would like to convey its heartfelt condolences to the families of the victims and to the Spanish and German Government in this difficult moment.

It commends the Government of Egypt for successful mediation efforts, and urges all the parties concerned to abide by the agreed cessation of violence.

    EU Presidency Statement on Zimbabwe. The Presidency of the EU is very concerned about the arrest of Tendai Biti, Secretary General of the MDC in Zimbabwe and the third detention of Morgan Tsvangirai within a few weeks. The Presidency welcomes the call for an end to violence and intimidation in Zimbabwe ahead of the elections on June 27 2008 by the Prominent African civil society leaders issued on 13 June. The Presidency condemns the campaign of violence, harassment and intimidation taking place in Zimbabwe and urges the Government of Zimbabwe to ensure its cessation in order to establish a peaceful, free and fair environment that would enable Zimbabweans to express their fundamental democratic right to vote.

    EU Presidency Statement on re-establishment of dialogue between authorized non-governmental organizations engaged in talks on issues related to exchanges across the Taiwan Strait. The EU Presidency warmly welcomes the re-established dialogue between the China mainland's Association for Relations Across the Taiwan Strait and the Taiwan-based Strait Exchange Foundation in Beijing on 12 June. The talks, revived after almost ten years, represent a significant step towards closer relations and the establishment of trust between both sides.

    Declaration by the Presidency on behalf of the European Union on the execution of Mohammad Hassanzadeh. The European Union strongly condemns the execution of the 17 year old Mohammad Hassanzadeh who was executed on 10 June 2008 in Sanandaj, the capital of the Iranian province of Kurdistan.

    Declaration by the Presidency on the behalf of the EU on the deterioration of the security situation in Yemen. The EU firmly supports the Government and people of Yemen in addressing the country's economic, political, security and social challenges. While acknowledging the need for the Government of Yemen to maintain security within its borders, the EU remains concerned by the recent escalation of the fighting around Sa'dah and the expansion of the conflict to the outskirts of Sana'a and other areas. Based on the assessment of needs and access to victims, the EU remains ready to consider urgent humanitarian assistance to victims, including the worrying number of internally displaced people. The EU calls on the Government of Yemen to do all it can to ensure that innocent civilians are not caught up in the conflict.

    Declaration by the Presidency on behalf of the European Union on the release of the human rights defender Ms Moutabar Tadjibaeva by Uzbek authorities. The European Union welcomes the release on parole of Ms Tadjibaeva, a well-known human rights defender in Uzbekistan. It encourages the Uzbek authorities to grant her a full pardon. The EU hopes that Ms Tadjibaeva could travel abroad to receive the 2008 Martin Ennals Prize, which is awarded every year to a person who has demonstrated his/her commitment in the fight against human rights violations. The EU also calls upon Uzbek authorities to release immediately all human rights defenders and prisoners whose situation has been brought to the attention of the Uzbek authorities by the EU.

    EU Presidency statement on the imminent execution of juvenile offenders in Iran. The Presidency of the European Union urgently calls on the Iranian authorities to immediately halt the execution of three juvenile offenders, Mr Mohammad Fadaei, Mr Behnood Shojaee and Mr Saeed Jazee, who are scheduled to be executed on 11 June 2008. The Presidency of the EU recalls its statement on 4 June and reiterates that these and as well as all other juvenile death sentences are in direct contravention of the Islamic Republic of Iran’s international obligations and commitments to which the Islamic Republic of Iran has freely entered. These obligations contravene specifically the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child. These two international human rights mechanism clearly prohibit the execution of minors or people who have been convicted of crimes committed when they were minors. These international legal obligations must be fully and unconditionally respected by the Iranian authorities.

    EU Presidency Statement on Zimbabwe. The Presidency of the European Union expresses serious concern about the detention of Morgan Tsvangirai for the second time whilst campaigning in Zimbabwe. The Presidency condemns the instructions issued by the Government of Zimbabwe to suspend all NGO field operations in Zimbabwe immediately and without further notice. The decision will affect many Zimbabweans for whom their support is vital. The Presidency calls on the Government of Zimbabwe to reverse it immediately.

    EU Presidency statement on the imminent execution of juvenile offenders in Iran. The Presidency of the EU expresses its deep concern on news of the imminent execution of Mr Mohammad Fadaei who was convicted and sentenced to death for a crime committed when he was a minor. Mr Fadaei is scheduled to be executed on 11 June 2008. Two other juvenile offenders, Mr Behnood Shojaee and Mr Saeed Jazee, who were also convicted of crimes which took place when they were minors, have also been scheduled for execution on 11 June and 25 June 2008 respectively.

The Presidency of the EU condemns in the strongest terms the bomb attack aimed at the Embassy of Denmark in Islamabad on 2 June 2008. The Presidency expresses its deepest condolences to the families of the victims and wishes a quick recovery to those injured in the attack. No cause can justify this act of terrorism and the Presidency, on behalf of the EU, expresses its full solidarity with Denmark.

    Declaration by the Presidency on behalf of the European Union on the extension of the house arrest of Daw Aung San Suu Kyi. The EU strongly deplores the decision of the authorities of Burma/Myanmar to extend the house arrest of Daw Aung San Suu Kyi, the leader of the National League for Democracy. In clear breach of international norms, the Nobel Peace Prize laureate has now been under house arrest without charge for five years and has spent more than twelve of the last 18 years in detention.

    Statement by the EU Presidency on extension of the emergency law in Egypt. The Presidency of the EU regrets that on 26 May 2008 the Egyptian Parliament voted the extension of the state of emergency, in force for several decades, until 31 May 2010. It looks forward to its (early) lifting, while at the same time expecting the adoption of counter terrorism legislation in line with international standards as soon as possible.

    Declaration by the Presidency on behalf of the EU concerning the resumption of executions in the USA. On 2 May 2008 the Ambassadors of the European Union in Washington appealed to the relevant authorities in the State of Georgia to spare the life of Mr. William Lynd. Most regrettably, clemency appeals in the case of Mr. Lynd were denied and a subsequent appeal hearing before the Georgia Supreme Court also proved unsuccessful. The European Union deeply regrets that Mr. William Lynd was executed in the State of Georgia on 6 May 2008.

The EU welcomes the significant progress that has been made in the political process in Somalia since the beginning of the year. It reaffirms its full support to the transitional federal authorities for the action taken by the Transitional Federal Government and to the reconciliation strategy by Prime Minister Nur Hassan Hussein that has made it possible to start a dialogue with all Somali parties, internal as well as external, and to launch a true reconciliation process.

The Presidency of the EU is concerned with recent developments in the relationship between Belarus and the United States. In particular it regrets the decision of the Government of Belarus to declare 10 United States diplomats personae non gratae. Such a measure is unjustified and harmful to the interests of the people of Belarus. This decision jeopardises the Embassy's ability to operate and carry out normal diplomatic functions.

    EU Presidency statement on the cyclone Nargis in Burma / Myanmar. The Presidency declares that the EU stands ready to provide urgent humanitarian assistance to the people of southern Burma / Myanmar who have been struck by cyclone Nargis. It notes the readiness by Burma / Myanmar’s authorities to accept external assistance. Every effort must be made to make sure that assistance is delivered directly to the people most affected by disaster. The EU hopes that, in the interest of the population suffering from the emergency, the authorities will make every effort to co-operate with the international relief organizations. The EU will deliver its aid under the terms provided for in the current Council Regulation on Burma / Myanmar.

The Presidency of the European Union is deeply concerned by the news of the imminent execution of Behnoud Shojaee, who was convicted and sentenced to death for a crime committed when he was a minor. The Presidency notes that this juvenile death sentence is in direct contravention of the Islamic Republic of Iran’s international obligations and commitments, specifically as set out in the International Covenant on Civil and Political Rights and the Convention on the Rights of the Child, both clearly prohibiting the execution of minors or people who have been convicted of crimes committed when they were minors.

The EU remains seriously concerned by the recent series of events that have raised tensions between Georgia and the Russian Federation. This includes the announcement by the Russian Ministry of Defence on 29 April to increase the number of CIS peacekeepers in Abkhazia and to establish 15 additional check-points along the administrative boundary-line and the incident involving the downing of a Georgian unmanned aerial vehicle in Georgian airspace on 20 April.

    Declaration by the Presidency on behalf of the European Union on the Anniversary of the referral of the situation in Darfur/Sudan to the ICC. On 31 March 2005 the United Nations Security Council referred the situation in Darfur to the International Criminal Court. Under the terms of Resolution 1593 (2005) the Security Council stated that the "Government of Sudan and all other parties to the conflict in Darfur shall cooperate fully and provide any necessary assistance to the Court and the prosecutor."

    Declaration by the Presidency on behalf of the European Union on Belarus. The Presidency, on behalf of the Member States of the European Union, expresses strong disappointment at the arrest of a large number of participants, especially young people, and condemns the use of violence in dispersing peaceful demonstrators on the occasion of the Freedom Day in Minsk and other Belarusian cities on the 25 March. The European Union, recalling that the main demonstration in Minsk had been authorized by the Minsk City Council and proceeded peacefully, calls upon Belarus to release those arrested without delay and to refrain from further prosecuting them.

The Presidency of the European Union fully supports the statement of the Dutch Government concerning the on-line release of the film “Fitna” by Mr. Wilders. The European Union and its Member States apply the principle of the freedom of speech which is part of our values and traditions. However, it should be exercised in a spirit of respect for religious and other beliefs and convictions. Mutual tolerance and respect are universal values we should uphold. We believe that acts, such as the above mentioned film, serve no other purpose than inflaming hatred.

    Declaration by the Presidency on behalf of the European Union on the occasion of the International Day for the Elimination of Racial Discrimination on 21 March 2008. Almost 50 years after the “Sharpeville massacre” committed on 21 March 1960, the message of the International Day for the Elimination of Racial Discrimination is as pertinent as ever.     Declaration of the Presidency on behalf of the European Union on Guatemalan President’s decision to veto the law on reinstatement of the death penalty. The European Union welcomes the decision of the Guatemalan President Alvaro Colom, who on Friday, 14 March 2008, vetoed a bill that could have reinstated capital punishment by giving the president the power to commute death penalty sentences in Guatemala. If the bill were to enter into force, it would effectively represent the ending of the de facto moratorium on the death penalty, which has been in place in Guatemala since 2000. The European Union considers the decision of president Colom as a highly positive development.

The European Union has learnt with concern and regret of the attacks that took place at the homes of several parliamentarians in Bujumbura on the evening of 8 March 2008. It strongly condemns these attacks as it does any violation of the security of Burundi's parliamentarians and elected representatives. It calls on the Burundian government authorities to establish the truth about the attacks without delay and to bring the perpetrators and backers to justice.

The EU is deeply concerned about the ongoing reports of unrest in Tibet and conveys its deepest sympathy and condolences to the families of the victims. The Presidency of the EU expresses its concern of the indictment filed by the Supreme Court of Appeals Chief Prosecutor against the Turkish ruling party AKP. The separation of powers between the executive and the judiciary is a fundamental principle of democratic societies that needs to be respected. The Presidency expresses its hope that this issue will be resolved according to the highest democratic standards, respecting the preferences of the Turkish voters expressed at the last parliamentary elections. This issue should not distract attention from the necessary reforms related to the EU accession process.

    EU Presidency Statement on the conduct of parliamentary elections in Iran (14 March) . The Presidency closely followed the events in the run-up to the recent parliamentary elections in Iran. It expresses its deep concern that election procedures in the Islamic Republic of Iran have fallen below the international standards and that the electoral process did not allow for truly competitive elections. In this regard it expresses its deep regret and disappointment that over a third of prospective candidates were prevented from standing in this year’s parliamentary elections. These exclusions prevented the Iranian people from being able to choose freely amongst the full range of political views in their country and represent a clear violation of the international norms. As a result, the election was neither fair nor free.

    Declaration by the Presidency, on behalf of the European Union, on the occasion of the 6th anniversary of the Ingrid Betancourt's kidnapping. The sixth anniversary of the kidnapping, on 23 February 2002, of Ms Ingrid Betancourt, is a reminder to the international community of the tragedy being endured on a daily basis by all the hostages held in Colombia. Some have been in captivity for more than ten years. The European Union welcomed the release, on 10 January 2008, of Ms Clara Rojas – Ms Betancourt's campaign director – and of Ms Consuelo Gonzales de Perdomo and hopes that the announcement by the FARC, on 2 February, of the release of Ms Gloria Polanco, Mr Luis Eladio Perez and Mr Orlando Beltran, all held in captivity for many years, will be followed by a favourable outcome as swiftly as possible. That would constitute a step in the right direction.

The EU expresses its serious concern at the worsening situation of ethnic and religious minorities in Iran, in particular to the plight of the Baha’i. According to reliable reports, the Iranian Judiciary confirmed that 54 Baha’is were sentenced by a court in Shiraz for ‘propaganda against the regime’. Three of the convicted Baha’is were sentenced to four years in prison, while 51 were given one year suspended prison terms.

    EU Presidency Statement on the Ratification of the CTBT by Colombia. The EU Presidency warmly welcomes Colombia’s ratification of the Comprehensive Nuclear Test-Ban-Treaty and commends Colombia for this decision, which expresses its full commitment to the goals of the Treaty. The ratification by Colombia is of utmost importance, because it was one of the remaining ten Annex 2 States that have yet to ratify the Treaty. We believe that Colombia’s ratification will give a strong signal to the remaining nine States which still need to ratify the Treaty for it to enter into force.

    Presidency Statement on the continued imprisonment of two Iranian Human Rights Defenders in poor health. The Presidency of the European Union wishes to express deep concern about the deterioration in the health of two prominent imprisoned Iranian Human Rights Defenders, Mr Emadeddin Baghi and Mr Mahmoud Salehi. While noting the one month bail which has been granted to Mr Baghi for medical treatment in a hospital, the Presidency of the European Union urges Iranian authorities to guarantee complete physical and psychological integrity of Mr Emadeddin Baghi and Mr Mahmoud Salehi in all circumstances, and in particular ensure that they are granted any medical treatment required, if necessary in specialist medical facilities outside the prison where they are held.

The EU Presidency supports the plan calling for the election of the president, the formation of a national unity government and the adoption of a new electoral law.

    Declaration of the Presidency on behalf of the European Union on the third anniversary of the signing of the Comprehensive Peace Agreement for Sudan on 9 January 2005. On the occasion of the third anniversary of the signing of the Comprehensive Peace Agreement (CPA) the European Union wishes to express its recognition of this important instrument. The CPA stands out as a historic achievement of the people of Sudan. It brought more than two decades of civil war to an end. With its provisions for a peaceful and democratic transformation it marks the way forward for the whole of Sudan. The European Union is convinced that the partners in the Government of National Unity are capable of demonstrating leadership by peacefully turning challenges and obstacles into opportunities and of reinforcing the implementation of the Comprehensive Peace Agreement in a spirit of mutual trust, respect and commitment.

    Declaration by the Presidency on behalf of the European Union on the release of 119 prisoners in Azerbaijan. The European Union welcomes the long-awaited release of five journalists on the occasion of Solidarity Day of World Azerbaijanis. The presidential pardon is a positive step towards Azerbaijan's fulfilment of international and European obligations with regard to freedom of the press. The European Union would like to see the three journalists still imprisoned (Mirza Sakit Zahidov, Ganimat Zahid and Eynullah Fatullayev) released or pardoned at the earliest opportunity and would like a moratorium to be declared on proceedings for defamation.

    Declaration by the Presidency on behalf of the European Union on the Presidential Elections in Georgia on 5 January 2008. The Presidential Elections on 5 January 2008 were an important test for democracy and stability in Georgia, particularly in the light of the recent political developments in the country. The European Union congratulates the Georgian people for the peaceful conduct of the elections and notes the Statement of the Preliminary Findings and Conclusions of the International Elections Observation Mission which concludes that the elections were in essence consistent with most OSCE and Council of Europe commitments and standards for democratic elections. The EU also welcomes good cooperation of the Georgian authorities with OSCE/ODIHR election observation mission. However the European Union also notes that significant challenges were revealed which need to be addressed urgently.

    Declaration by the Presidency on behalf of the EU on the Government of Sri Lanka’s Decision to Withdraw from the Ceasefire Agreement. The EU deeply regrets the Sri Lankan Government's decision to abrogate the ceasefire agreement concluded with the Liberation Tigers of Tamil Eelam (LTTE) in 2002. This decision and the current military campaign further deteriorate the country’s already difficult situation, including the humanitarian and human rights situation. Without the ceasefire agreement prospects of negotiating a lasting, peaceful solution to the conflict in Sri Lanka are narrowed further. The EU particularly regrets that the work of the Sri Lanka Monitoring Mission will be terminated.

    Declaration by the Presidency on behalf of the European Union concerning Presidential elections in Kenya. The EU condemns the recent acts of violence in Kenya. The EU urges political leaders of all sides to exercise maximum restraint and refrain from any action or comment which could provoke further violence. The people of Kenya exercised their right to vote in the elections on 27 December in a dignified way. They can now expect that their human rights are respected as the election results are disputed.

The Presidency of the EU strongly condemns the atrocious act of terrorist violence carried out yesterday against military personnel and civilians in Diyarbakir. The Presidency expresses its sincere condolence to the families of the dead and wishes the wounded a swift recovery. The Presidency expresses its full solidarity and support to the people of Turkey.

    Declaration by the Presidency on behalf of the EU on the abolition of the death penalty in Uzbekistan. The EU welcomes the abolition of the death penalty in Uzbekistan on 1 January 2008. We congratulate the Uzbek government and the Uzbek people on this important decision and the EU encourages the Uzbek government to fully implement it and carry out further reforms of the judicial system.

    Declaration by the Presidency on behalf of the European Union on the decision of the Pakistani Election Commission to postpone general elections until 18 February 2008. The EU took note of the decision of the Election Commission of Pakistan to postpone general elections until 18 February. The EU strongly reiterates the importance of holding free and fair elections by this new date, which should allow for a democratic and transparent electoral process under proper security conditions.

    EU Presidency Statement on elections in Kenya. The Presidency welcomes the determination of the Kenyan people to exercise their fundamental democratic right to vote in the elections on 27 December. Following concerns raised by the EU election observers about alleged irregularities in the conduct of the Presidential elections, the Presidency urges all parties to pursue dialogue and appropriate juridical means to find a credible and transparent solution in line with democratic standards.
